Aadhaar Authentication & Document Verification for GST Registration

Biometric-Based Aadhaar Authentication & Document Verification for GST Registration in Jharkhand and Andaman & Nicobar Islands

Introduction

The GST Network (GSTN) has introduced Biometric-Based Aadhaar Authentication and document verification for GST registration applicants in Jharkhand and Andaman & Nicobar Islands. This initiative, rolled out on February 15, 2025, aims to enhance security, prevent fraudulent registrations, and streamline the application process.

Taxpayers applying for GST registration in these regions must be aware of the new requirements and procedures. Below is a detailed guide on the updated registration process and steps to ensure a seamless experience.

Key Updates on GST Registration Process

1. Amendment to CGST Rules, 2017

The Central Goods and Services Tax (CGST) Rules, 2017, have been amended under Rule 8. The amendment introduces a risk-based selection process on the GST portal that identifies applicants for Biometric-Based Aadhaar Authentication and document verification. This selection is based on data analysis and risk parameters.

2. Implementation in Jharkhand and Andaman & Nicobar Islands

This functionality has been successfully rolled out in Jharkhand and Andaman & Nicobar Islands as of February 15, 2025. It ensures that applicants undergo biometric verification and document authentication at designated GST Suvidha Kendras (GSKs).

New Process for GST Registration Applicants

Step 1: Application Submission

Applicants need to submit Form GST REG-01 on the GST portal.

Step 2: Authentication & Verification Process

After submission, applicants will receive an email containing one of the following two links:

  1. OTP-Based Aadhaar Authentication
    • If the applicant receives this link, they can complete the registration process online via OTP verification.
  2. Biometric-Based Aadhaar Authentication & Document Verification
    • If the applicant receives this link, they must book an appointment to visit a designated GSK for biometric authentication and verification of original documents.

Step 3: Appointment Booking for Biometric Authentication

Applicants who receive the second link must book an appointment using the link provided in the email.

Step 4: Confirmation & Visit to GST Suvidha Kendra (GSK)

After booking the appointment, applicants will receive a confirmation email. On the scheduled date, they must visit the designated GSK with the following documents:

  • Appointment confirmation email (printed or digital copy)
  • Jurisdiction details (as mentioned in the intimation email)
  • Original Aadhaar Card and PAN Card
  • Original documents uploaded during GST registration

Step 5: Biometric Authentication & Document Verification

At the GSK, applicants must complete biometric authentication and submit the required documents for verification. This applies to all individuals listed in the GST application (Form GST REG-01).

Step 6: ARN Generation & Registration Completion

Once biometric authentication and document verification are successfully completed, an Application Reference Number (ARN) will be generated, indicating the successful registration process.

Key Points to Remember

  • Applicants must complete the biometric verification within the maximum permissible period specified in the intimation email.
  • GST Suvidha Kendras operate as per the administration’s prescribed working days and hours.
  • The new process applies only to applicants identified by the system based on risk analysis and data parameters.

Conclusion

The implementation of Biometric-Based Aadhaar Authentication and document verification enhances security in GST registration and prevents fraudulent registrations. Applicants in Jharkhand and Andaman & Nicobar Islands must follow the updated guidelines carefully to ensure smooth registration.
